Negotiations Update February 11, 2010

The teams met again February 11, 2010.   The day began with USD submitting a response to UDEA’s last proposal.  USD proposed using one time stimulus funds to provide a $750 stipend this year and an $850 stipend next year, in exchange for raising the middle school staffing ratio from 24:1 to 26:1 for two years. USD said its goal was to keep primary classes small, hopefully less than 25:1.   USD also proposed an additional $400 stipend if the parcel tax passed.   UDEA proposed using one time stimulus funds of $1000 stipend this year, and next year, to raise the benefit cap to equal Kaiser Family Benefits for all UDEA members if the parcel tax passes or to be paid an additional $1000 stipend if the parcel tax does not pass.  In exchange for the above, UDEA proposed a middle school staffing ratio of  26:1 for the 2010-11 school year or 25:1 if the parcel tax passes, 25:1 for the 2011-12 school year .  The teams spent a great deal of time in discussion around these concepts.  The teams agreed to postpone bargaining until later in May.  The teams are scheduled to return to the table May 20th and 21st.

Negotiations Update November 17, 2009

The UDEA & USD negotiations teams returned to the table on October 16th, 23rd and November 12th.   Both parties began by agreeing to review the interests that had been addressed thus far and to determine what items were remaining. 

Current discussion includes:  An increase to Middle School class size, an increase to hourly pay rate, and an increase to the 5th grade science camp stipend.  Additionally USD has put Federal Stimulus money on the table in the form of yearly stipends.  UDEA has proposed instead to have family coverage for benefits at the Kaiser level beginning 2011-2012.

Bargaining is scheduled again on November 20th.   USD will be bringing back to the table a counter proposal. 

Negotiations Update March 11, 2009

The teams met again on March 11, 2009 for a scheduled half day session.  The teams discussed the recent position eliminations and lay-offs and were unable at this time to determine any bargainable effects so tabled this issue for now.  The teams moved on to RtI and Special Education.   An agreement was reached to create an Interventions Task Force made up of UDEA members and administrators to work on this issue, thus taking it away from the table for now.   The charge to the committee will be finalized at our next negotiations.   The day ended with a determination that next session (March 27) Teams would begin negotiations around salary and benefits.

Negotiations Update February 26 & 27, 2009

The bargaining teams representing UDEA and the District met February 26th & 27th.    Our prior meeting was November 14th, so we began by reviewing signed agreements, and then we discussed what items were ready to be tentatively agreed to and what the next topics are.  We have now tentatively agreed to language regarding:

  • Voluntary Summer Transfers
  • Program Relocations
  • An Evaluation Pilot for 2009-10 & 2010-11 &
  • Shared Staffing.

A Memorandum of Understanding was signed that will return all donated days to everyone who contributed to the Catastrophic Leave Bank.  This will take place prior to June 30, 2009.  USD has agreed to include UDEA as part of a Board Policy on Catastrophic Leave that will be coming forward for a first reading in March. 

The teams continued work on FMLA language and are close to agreement, but have temporarily put this issue aside to deal with the remaining section when compensation is discussed.

Discussions began on RTI and Special Education.  The discussion revolved around RTI and included a great deal of sharing of concerns. 

The next agenda topics include any proposed contract changes based on the RTI discussion, FMLA and finally discussion regarding compensation.

Negotiations Update 11/14/08

Bargaining continued on Friday November 14, 2008. The parties were unable to reach an agreement on the language regarding catastrophic leave;by mutual agreement the days that have been placed into the leave bank will be returned to the unit members that donated them. The catastrophic leave language will be deleted from the next contract. Due to the unstable nature of the state budget, it was agreed that the parties will not meet again until January. Several dates have been set for January and February.

Negotiations Update 10/17/08

The bargaining teams representing UDEA and the District met October 2nd, 14th and 15th. The teams have tentatively agreed to language regarding shared staff and evaluation. A side letter was agreed to address the program relocation issues.The teams have continued to work together on language regarding the Family Medical Leave Act. UDEA was successful in garnering FMLA language supportive to teachers on shared staffing agreements. The teams will come to the table again on November 14th and December 10th. The next agenda topics are the Catastrophic Leave Bank and Compensation.

Negotiations Update 9/22/08

The bargaining teams representing UDEA and the District returned to the table Wednesday, September 17th after a summer recess.   The day was productive in working to tie up loose ends.  The teams have agreed to return to the table on October 2, with or without a State Budget, and will be sending out a second Joint Communiqué at the conclusion of bargaining that day to share more specifically about the progress being made.
