Our Commitment
Union School District is committed to developing, implementing, and managing programs designed to effectively address security and safety needs. We continue to coordinate a comprehensive safety program that includes working with local law enforcement agencies, district administrators, school administrators, staff, and students in order to provide a safe learning environment for all.
For USD Families
All parents/guardian contact information (phone numbers/emails) are added to ParentSquare automatically and can receive email, text and voice alerts by default.
It is critical to ensure your contact information is correct so that we can reach you in the event of an emergency. If your contact information has changed, please let your child's school know as soon as possible.

WeTip Anonymous Reporting
It takes a village to keep our students safe on campus and in our community. WeTip is designed to serve as a resource for students who experienced or observed school-related bullying, racism, harassment, or other inappropriate behaviors. Once a report is filed, WeTip will contact our Student Services in our Learning and Innovation Department with the specifics of the incident, and Student Services will work with the administration, counselors, and other school staff.
WeTip may also be utilized by anyone in our community to report vandalism, threats or other safety concerns.
Through WeTip, the anonymity of the person reporting is maintained. Students and parents are also encouraged to contact school staff directly to report inappropriate behaviors because this typically provides us with more detailed and helpful information.
Campus Safety
Foundational to instruction within Union School District is a commitment to providing a safe learning environment for students.
Safe Facilities
Thanks to broad community support through Bond Measure J, all district campuses previously received upgraded exterior fencing, new fire alarm systems, and security cameras.
All visitors to school campuses are required to check in with ID through our school visitor management system.
Classrooms, buildings and outdoor areas are regularly inspected and maintained to ensure facilities remain optimized for learning.
Emergency Preparation
We actively practice drills and training across all Union School District sites through the Incident Command System (ICS). ICS is a standardized emergency management system that helps coordinate the response to incidents of any size or complexity. It allows agencies to work together using common terminology and procedures to control personnel, equipment, facilities, and communications at the scene.
All of our schools practice monthly drills in order to prepare for emergencies including earthquake, fire, shelter-in-place and intruder.
In the event of an emergency...
Students and staff follow safety procedures in accordance with each school’s safety plan.
USD and local law enforcement will work together to identify and contain the threat as soon as possible.
USD will communicate with Parents / Guardians via school/district websites and ParentSquare (text, email, voice, app.) -- Ensure your contact information is correct with the school in order to receive prompt notification regarding your student.
Emergency Terminology
In the event of an emergency, clarity is key. Here are the terms you need to know:
Lockdown
A Lockdown is when there is a direct threat or hazard to people or school property. Lockdown uses classroom and school security actions to protect students and staff from threats.
USD and local law enforcement will work together to identify and contain the threat as fast as possible. USD will send updates to family and staff as soon as we are able.
The scene is unsafe. Do NOT block emergency response vehicles. Stay a safe distance away and wait for instructions from the district and law enforcement. Please know that telephones at the school or location will go unanswered. Staff are in lockdown for their protection and will not answer phones. Look for updates by text message, email, or voice call messaging.
Secure Perimeter
Securing the Perimeter is when there is a threat or hazard outside the school buildings. Whether it's due to police activity in the immediate neighborhood, or a dangerous animal like a mountain lion on the playground, securing the perimeter uses the security of the physical facility to act as protection. The situation does not currently pose a threat as long as students, staff and visitors are inside the building. Doors will be locked, but classroom activities will resume. No one will be allowed to leave the facility, or enter it from the outside until deemed safe by public safety. Because of the similarities, between a Secure the Perimeter response sometimes a Shelter In-Place may be called.
All students, staff and visitors will be secured inside and make sure doors are locked. We will monitor the situation and send notifications to families and staff with updates.
Look for text, email or voice call updates. Because the threat is not in the school, it is unsafe for you to come to the school as it could place you near the external threat. Please do not come to the school during a secure perimeter event.
Shelter In-Place
Shelter-in-Place is when there is a hazardous threat outside the school building. For example, a large truck carrying chemicals is involved in an accident and there is a release of dangerous substances that first responders have deemed a threat to public safety. Shelter in-place procedures use the security of the physical facility to act as protection while sealing off doors, windows and vents. Doors and windows will be locked and sealed as much as possible, but classroom activities will resume. No one will be allowed to leave the facility, or enter it from the outside until deemed safe by public safety.
USD will have students, staff and visitors shelter in-place within each facility, and USD will remain in constant communication with local authorities for further instructions. We will monitor the situation and send notifications to families and staff with updates.
Please stay away from the facility and look for updates by text message, email, or voice call messaging.
Evacuation
Evacuation occurs when a situation or threat has been deemed credible by school staff or LGPD or SJPD and an immediate evacuation is required. Through partnership with local authorities, we have identified immediate and secondary off-site evacuation points for each site. Once the school is cleared of any possible threat, reunification will start.
USD will have students, staff and visitors evacuate to the identified evacuation point. We will monitor the situation and send notifications to families and staff with updates.
Please stay away from the facility until directed otherwise and look for updates by text message, email, or voice call messaging.
Reunification
Reunification is when parents or guardians are reunited with their students after an evacuation or other emergency. Through partnership with local authorities, we have pre-identified immediate and secondary off-site evacuation points. The location for reunification will be shared through email, text and voice call messaging.
Online Safety
Union School District's digital citizenship program promotes media balance, media literacy, and data privacy through a series of targeted lessons that prepare students to navigate today’s digital world safely and responsibly.
In an ever-changing digital society, media literacy plays a vital role in education by teaching students how to evaluate credible sources and identify misinformation. For example, we help students in grades 6-8 understand the limitations of Artificial Intelligence (AI)—highlighting that AI is only as good as the data it is trained on and that most AI platforms are intended for adult use.
Additionally, our program teaches valuable strategies to combat cyberbullying and stay safe online. Students learn how to protect their privacy, engage respectfully, and recognize harmful behavior, while also developing the skills to use technology in a balanced and mindful way.
By integrating media literacy and online safety into our curriculum, we empower students to be critical consumers of digital content, understand how media can influence public opinion, and maintain a healthy relationship with technology.
Community Resources
Union School District partners with County and State agencies to receive information regarding emergencies or situations that affect the community at large, including power outages and environmental conditions.
Air Quality Recommendations
Union School District refers to, and follows, the guidelines in the School Air Quality Activity Recommendations, which were created by the California Department of Education in partnership with the California Air Resources Board, California Air Pollution Control Officers Association, California County Superintendents Educational Services Association, Association of California School Administrators, and California School Boards Association.
When the air quality is unhealthy for sensitive groups (orange), unhealthy (red), or higher (purple and maroon), district staff consistently checks the websites below to inform our decisions as to when we will recommend our schools limit outdoor activities per guidelines from the CA Environmental Protection Agency.
Heat Index
Union School District refers to, and follows, the guidelines from the CDC and National Weather Service - Heat Risk.
With increased heat risk, administrators, staff members and coaches will monitor students and follow recommendations per the guidance. In the event of unsafe levels of heat risk, schools will follow guidance to adjust recess, lunch and outdoor programs, provide cooling indoor locations on campus, and/or postpone outdoor activities.
Power Outages
In the event of a power outage on campus...
USD will determine if classroom activity can continue and will communicate with staff and families via ParentSquare.
